Public Records Counsel
Alexandra Iorio serves as public records counsel at EPI, where she provides legal counsel on public records and FOIA strategy and supports the organization’s research initiatives. Alexandra brings extensive litigation and agency experience to EPI’s utility accountability work.
Before joining EPI, Alexandra worked as an attorney advisor at the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration, or PHMSA, protecting public health and safety through enforcement actions and litigation. She led cases involving pipeline safety violations and defended a PHMSA rule challenged by an oil industry group in the D.C. Court of Appeals.
Prior to her time at PHMSA, Alexandra worked as a trial attorney in the U.S. Department of Housing and Urban Development’s Office of Litigation, where she led complex federal cases, managed discovery teams, advised on FOIA requests, responded to congressional inquiries, and drafted amicus filings on behalf of the agency. She began her legal career in the Legal Honors Program in HUD’s Office of General Counsel, working on matters including federal rulemakings, housing programs, and civil rights issues.
Alexandra graduated from the University of Notre Dame Law School, where she served on the trial team, earned a certificate in mediation, served as a staff editor for the Journal of International and Comparative Law, and received the Dean’s Award for Excellence in Education Law. Before law school, Alexandra served as a Teach For America corps member.
